1. Executive Summary
Tunisia is a compact but sophisticated consumer market of around 12 million people, two-thirds of them urban, with strong French and Mediterranean consumption habits. Packaged-food retail sales reached about USD 3.3 billion in 2023 and are forecast to grow to roughly USD 5.9 billion by 2028. Modern retail (Carrefour, Monoprix/Géant, Magasin Général, Aziza) accounts for about one fifth of retail sales, while some 250,000–290,000 neighbourhood grocers still dominate. For foreign suppliers the market offers real opportunities – especially in confectionery, savoury snacks, sweet spreads, sauces and condiments, breakfast cereals, cheese, coffee, personal care, dermocosmetics, baby care and private-label manufacturing for retailers. At the same time, Tunisia is a protective market: tariffs on agricultural and processed food are high, a prior import control has applied to consumer goods since October 2022 (goods must be shipped directly by the manufacturer), and foreign companies may not distribute themselves. A competent Tunisian importer is therefore indispensable. Key takeaways: EU suppliers enjoy duty-free access for industrial (non-food) FMCG and partial preferences for processed food; EFTA and UK suppliers have similar treatment; Turkish goods with Tunisian equivalents now face 27–37.5 % duties; suppliers from outside Europe pay MFN duties (simple average 19.4 %, agricultural average above 30 %). The directory in chapter 8 lists the most relevant importers, distributors and retail buyers with verified contact data.
