1. Executive summary
Croatia is a compact but attractive FMCG market of about 3.8 million inhabitants that is significantly enlarged every year by tourism: in 2025 the country recorded a record 21.8 million tourist arrivals and 110 million overnight stays. As an EU and euro-area member (since 2023) and a Schengen country, Croatia offers EU suppliers barrier-free access, while suppliers from outside the EU benefit from harmonised EU import rules. • Market volume: Grocery retail (food, beverages, toiletries, household) generated EUR 8.93 bn in 2025 (+6.2 %). Including drugstores, pharmacies (consumer health) and foodservice purchases, the total FMCG volume can be estimated at roughly EUR 11–12 bn. • Concentration: The top 10 retailers account for 87.7 % of grocery revenue. Konzum (Fortenova) leads with 20–30 %, followed by the Schwarz Group (Lidl + Kaufland, together 20–30 %), Plodine, SPAR, Studenac, Tommy, KTC, NTL and Trgovina Krk. • Trend: After strong inflation, volumes are growing again; manufacturer brands are currently growing faster in volume than private labels (NielsenIQ). Promotions account for about 29 % of FMCG sales. • Import dependence: Croatia imports far more FMCG than it exports to other EU countries (EUR 2.8 bn imports vs. EUR 1.1 bn exports, 2022) – a structural opening for foreign suppliers. • Route to market: A handful of full-range distributors (Atlantic, Orbico, Stanić, Alca) dominate national coverage; mid-sized brand-builders (Salvia, Obala Grupa, VM2, IVOX, Biovega) are the most realistic partners for new or niche brands. Private-label opportunities exist with Konzum, Studenac, Lidl, Kaufland, SPAR, Tommy, METRO and dm.
2. What are FMCG (Fast Moving Consumer Goods)?
FMCG – fast moving consumer goods (Croatian: roba široke potrošnje) – are everyday products that are bought frequently, sold in high volumes at relatively low unit prices and consumed or used up quickly. Typical features are short shelf turnover, high purchase frequency, low per-unit margins compensated by volume, intensive competition for shelf space, and strong dependence on retail listings, promotions and distribution coverage. Food FMCG • Packaged food: dry grocery (pasta, rice, flour, sauces, canned food, spreads), breakfast cereals, baby food • Confectionery and snacks: chocolate, biscuits, sweets, salty snacks, nuts • Chilled and frozen food: dairy, cheese, meat products, ready meals, ice cream, frozen vegetables and fish • Beverages: water, soft drinks, juices, energy drinks, coffee and tea, beer, wine and spirits Non-food FMCG • Cosmetics and personal care: hair, skin, oral and body care, deodorants, decorative cosmetics • OTC health (no prescription medicines): food supplements, medical devices, dermocosmetics, hygiene products • Household and cleaning: detergents, dishwashing, cleaners, paper products, insecticides • Pet care: pet food, treats, litter and accessories FMCG importers and distributors are particularly interesting for foreign manufacturers because they maintain established relationships with retail chains, independent trade and the HoReCa channel (hotels, restaurants, cafés), handle logistics, listings and promotions, and can introduce new brands and products in large volumes.
