1. Executive Summary
France is one of Europe's largest self-care markets, but also one of its most regulated. Non-prescription medicines may only be sold in pharmacies (including the online shops of pharmacies), and almost the entire pharmacy self-care segment – OTC medicines, food supplements and consumer medical devices – is sold through roughly 20,000 community pharmacies supplied by a handful of full-line wholesalers and organised in purchasing groups. In 2025 the pharmacy "first-line" market (produits de premier recours: non-prescription medicines, food supplements and consumer medical devices, measured at consumer prices) reached €4.74 bn (+2 %). Growth is driven almost entirely by food supplements (€1.65 bn, +5.1 %), while OTC medicines are flat (+0.2 %) and consumer medical devices grow slowly (€0.90 bn, +0.9 %). Across all channels the food-supplement market passed €3 bn for the first time in 2025, with pharmacies accounting for about 55 % of sales. Key conclusions for foreign suppliers: • Medicines (OTC drugs) require a marketing authorisation and a French or EU-based pharmaceutical "exploitant". For most foreign manufacturers the realistic routes are out-licensing or distribution agreements with French OTC laboratories (e.g., Cooper, Mayoly, Genevrier, Gilbert, Perrigo France) or the decentralised/mutual-recognition procedure with a local partner. • Food supplements, medical devices and dermocosmetics offer the fastest entry: no marketing authorisation, but French declaration/notification, French labelling and EU-compliant formulations are mandatory. • Private label is a real opportunity: pharmacy groups (Giphar, Lafayette/Hygie31, Pharmabest, Aprium) and wholesalers are expanding own-brand ranges, while supermarkets and discounters source private-label supplements and hygiene products by tender. • Best prospects: sleep/stress and mood supplements, immunity and vitality, digestion/probiotics, women's health (menopause, fertility), joint health, natural and organic formulations, saline/ENT and dry-eye medical devices, dermocosmetics for sensitive skin and sun care. • Market access differs sharply by origin: EU/EEA suppliers benefit from free movement and mutual recognition; suppliers from non-EU Europe (Switzerland, UK, Turkey, Western Balkans, Ukraine) and from outside Europe need an EU-based responsible party (importer, EU Responsible Person, Authorised Representative, Qualified Person release) and must clear customs and border controls.
