1. Executive Summary
Brazil is the largest consumer market for baby and toddler products in Latin America. With around 213 million inhabitants and roughly 2.4 million births a year, it combines scale with a highly concentrated retail and purchasing landscape centred on the state of São Paulo. For foreign suppliers the market is attractive but demanding: product certification by INMETRO is compulsory for the most important hard-goods categories and for toys, the tax burden on imports is among the highest in the world, and a Brazilian importer of record is needed for virtually every business model. Key findings at a glance:
• Market volume: baby care products (hygiene, skin care, diapers, baby food) are estimated at about USD 6.5 billion (2025); the toy market reached a record BRL 10.39 billion (approx. USD 1.9 billion) in 2025, of which imported toys account for a rising share. Juvenile hard goods (strollers, car seats, furniture) add an estimated USD 0.45–0.65 billion; children's apparel and footwear form a further large, mostly domestically produced segment.
• Demographics: births fell for the sixth consecutive year to about 2.38 million in 2024 (–5.8 %). Parents are older, have fewer children and spend more per child – the market is shifting from volume to value, safety and premium features.
• Players: the market is dominated by Brazilian brand houses that manufacture locally and source in Asia (Burigotto/Peg Perego, Galzerano, Kiddo, Multi, Buba, Clingo, Lolly), multinational subsidiaries (Dorel with Infanti/Maxi-Cosi/Safety 1st, Artsana/Chicco, MAM, Mattel, Hasbro) and a small number of powerful retailers (Ri Happy, Alô Bebê, RD Saúde, Carrefour, Havan) plus marketplaces.
• Opportunities: premium and design-led products from Europe, certified car seats and lightweight travel systems, Montessori and educational toys, board games and construction toys (+16 % and +17 % in 2025), silicone/BLW feeding, natural baby cosmetics and sun care, safety products for apartment living, and private-label/OEM supply to Brazilian brand houses.
• Market access: INMETRO certification (toys, strollers, car seats, cribs, high chairs, pacifiers, bottles and teats), ANVISA rules for cosmetics and hygiene products, the NBCAL marketing restrictions for feeding products, Portuguese labelling and a cascade of import taxes (landed costs often around 1.7–2.0 times the CIF value).
• EU advantage since May 2026: the EU-Mercosur Interim Trade Agreement has applied provisionally since 1 May 2026 and progressively removes Brazilian import duties on EU goods. Suppliers from non-EU Europe (UK, Switzerland, Norway) and from outside Europe (China, USA, other Asian countries) continue to pay the full Mercosur Common External Tariff.
