1. Executive Summary
Norway is a small but exceptionally affluent consumer health market with around 5.6 million inhabitants, very high per-capita spending and a retail landscape that is concentrated in the hands of a few large groups. For foreign suppliers this has a double effect: the number of decision-makers who must be convinced is small, but every one of them is a powerful gatekeeper. A listing with one of the three pharmacy groups or one of the three grocery groups can open access to a large part of the country at once. Market volume. In 2024 Norwegian community pharmacies (primary pharmacies with a full year of operation) sold non-prescription medicines worth about NOK 4.8 billion and so-called "handelsvarer" (non-medicinal pharmacy goods such as food supplements, skin care, medical devices, hygiene and baby products) worth about NOK 9.1 billion, both excluding VAT. Together these non-regulated categories accounted for 38.7% of pharmacy turnover. In addition, a limited range of OTC medicines is sold in grocery stores, kiosks and petrol stations under the so-called LUA scheme, and food supplements, natural cosmetics and personal care are sold through grocery, health food stores, drugstores and online shops. Depending on the definition, the total consumer health market (OTC medicines, supplements, OTC medical devices and pharmacy-type personal care across all channels) can be estimated at roughly NOK 20–24 billion (approx. EUR 1.7–2.1 billion) at retail level. Structure. About 1,050–1,060 pharmacies operate in Norway. Almost all are linked to three vertically integrated groups that combine wholesale and retail: Apotek 1 (PHOENIX group, the largest chain), Norsk Medisinaldepot/NMD with Vitusapotek and Ditt Apotek (acquired by NorgesGruppen; transaction approved by the Norwegian Competition Authority in December 2025) and Alliance Healthcare/Boots apotek (Cencora). The grocery trade, which is the second key channel for OTC medicines and supplements, is dominated by NorgesGruppen, Coop and REMA 1000, which together control more than 90% of the market. Opportunities. The best entry opportunities exist in food supplements, OTC medical devices (e.g. nasal sprays, throat sprays, wound care), dermocosmetics and cosmetics with a health positioning, women's and intimate health, gut health, sleep and stress, healthy ageing and children's health. Private label is a realistic route because all major pharmacy and grocery groups operate own brands and actively source from European and Asian manufacturers. OTC medicines offer high margins but require a Norwegian marketing authorisation, which makes them the most demanding category. Market access. Norway is not an EU member but is part of the European Economic Area (EEA). EU product legislation on medicines, food supplements, cosmetics and medical devices therefore applies in largely the same way, but Norway is outside the EU customs union and applies its own VAT and some national rules (e.g. national maximum levels for vitamins and minerals in food supplements, national classification of herbal substances, specific rules for sales outside pharmacies). Suppliers from the EU benefit from the internal market rules for products; suppliers from non-EU Europe and from outside Europe additionally need an EEA-based responsible person or authorised representative and must comply with border, origin and customs formalities. Partners. Chapter 9 contains a directory of Norwegian pharmacy wholesalers and chains, grocery central purchasing organisations, LUA/convenience distributors, pharma and consumer health importers, health food wholesalers and chains, drugstore and beauty chains as well as the main online retailers, with website, address, switchboard and general e-mail where publicly available, and a recommended first approach for each.
