1. Executive Summary
India is the world's largest birth market, with roughly 23 to 26 million births per year – close to one fifth of all births worldwide. Combined with rising household incomes, nuclear families, dual-income urban parents and fast-growing e-commerce, this makes India one of the most dynamic markets for baby and toddler products. Depending on definition, published estimates put the baby care products market (skin and hair care, toiletries, diapers and wipes, baby food) at USD 4.8–8.4 billion in 2025, with expected annual growth of 9–15%. The toy market adds a further USD 2.1–2.8 billion, and baby equipment, nursery furniture and kidswear come on top. The market is still predominantly mass-market (around 80% of baby care value) and price-sensitive, but a premium segment led by metro cities is expanding quickly. Premium strollers, travel systems, car seats, breast pumps, feeding appliances, smart sleep products and "clean-label" skincare are the most attractive entry points for foreign brands. Private-label and OEM supply to Indian retailers and D2C brands (FirstCry's BabyHug, LuvLap, Mee Mee, R for Rabbit) is the main route for no-name manufacturers. Market access is demanding. India uses mandatory Bureau of Indian Standards (BIS) certification for toys, feeding bottles and baby diapers – foreign factories need their own BIS licence – and toys carry a basic customs duty of 70%. Cosmetics require a CDSCO import registration; baby food falls under FSSAI rules and the Infant Milk Substitutes (IMS) Act, which bans promotion of infant formula and feeding bottles. Legal Metrology labelling (importer name, MRP, date of import) applies to all pre-packaged goods. For EU suppliers, the EU–India Free Trade Agreement concluded on 27 January 2026 is the key development: it is expected to be signed around December 2026 and to enter into force in 2027, with tariffs reduced in stages. Until then, standard (MFN) duties apply. EFTA suppliers already benefit from the India–EFTA TEPA, while Korea, Japan, ASEAN, Singapore, the UAE, Australia and Mauritius have their own preferential agreements.
