1. Executive summary
Luxembourg is the smallest and, at the same time, the most affluent FMCG market in the European Union. With about 691,000 residents on 1 January 2026, it is a small market in absolute terms, but it combines the highest price level for food in the EU, very high purchasing power, an extremely international population (46.6% foreign nationals, 180 nationalities) and roughly 232,000 cross-border commuters from France, Belgium and Germany who do part of their daily shopping in the Grand Duchy. Low excise duties on tobacco, alcohol and fuel additionally attract shoppers from the neighbouring regions. The retail landscape is concentrated. The Luxembourg family company Cactus is the historical market leader, followed by Delhaize (Ahold Delhaize), E.Leclerc (which took over the 27 former Cora, Match and Smatch stores at the end of 2023), Auchan, the discounters Lidl and Aldi, Colruyt and a number of independents such as Pall Center and the organic chain Naturata. Several of these chains buy centrally outside Luxembourg (Delhaize via Belgium, Leclerc via its regional buying centre in eastern France), which is a key point for foreign suppliers: in many categories the listing decision for Luxembourg is made in Brussels or in the French Grand Est region. The domestic importer and wholesale base is small but highly relevant. La Provençale (broadline wholesale and cash & carry with more than 40,000 references, serving HoReCa and retail across the Greater Region), Trendy Foods Luxembourg (proximity and convenience wholesale including non-food), the beverage group Munhowen (which has absorbed the non-HoReCa business of Boissons Heintz), the fresh-produce specialist Grosbusch, the organic wholesaler Biogros and a number of specialists for Portuguese, Italian and other products form the core of the import channel. Non-food FMCG (personal care, household, OTC health, pet) is mostly supplied directly to the retailers' central buying or via Belgian BeLux distributors; pharmacy-channel products run through the pharmaceutical wholesalers. Key takeaways for foreign suppliers • Think Greater Region and BeLux: Luxembourg is rarely approached in isolation. Many importers also sell into Lorraine, Wallonia and the Saarland/Trier region, and many brands serve Luxembourg through a Belgian distributor. • Premium, organic, convenience, plant-based and 'world food' (especially Portuguese, Italian, French, Balkan, Asian and Latin American) products fit the affluent, multicultural consumer base. • Packaging must carry mandatory information in French or German; Belgian FR/NL/DE packs and French or German packs are generally accepted in practice. • EU suppliers face no customs formalities; suppliers from non-EU Europe and overseas need an EU importer of record, customs clearance and, for products of animal origin and many plant products, official border controls. • Volumes per SKU are small; price the extra cost of small drops, multilingual labelling and listing fees into the business plan, or enter via a distributor who consolidates.
