1. Executive Summary
South Korea is a small but exceptionally valuable market for baby and toddler products. After eight consecutive years of decline, births have rebounded: 254,300 babies were born in 2025 (+6.7 % year on year, the highest number since 2021) and the total fertility rate rose to 0.80, the second annual increase in a row. Marriages - the leading indicator for births - grew by 14.8 % in 2024 and by a further 8.1 % in 2025, which points to continued demand in 2026 and 2027. What makes Korea attractive for foreign suppliers is not volume but value per child. Most families have only one child, mothers are older (average age at birth 33.8 years; 37 % of births to mothers aged 35+) and household spending is supported by generous state cash benefits (KRW 1 million per month in the first year of life). Parents and grandparents concentrate their spending on premium, safety-certified and design-led products, and European brands enjoy an outstanding reputation - Stokke, Bugaboo, Cybex, Joie, BabyBjörn and Ergobaby are household names. Market research estimates the Korean baby products market (excluding food) at roughly USD 3.4 billion in 2025, growing at around 5.8 % p.a. to about USD 5.3 billion by 2033. Baby cosmetics & toiletries is the largest segment; feeding & nursing is the fastest growing. Disposable diapers alone account for about USD 1.6 billion, and baby food & infant nutrition for a further ~USD 1.3 billion. The wider "kids industry" (including education, services and apparel) is estimated at around KRW 60 trillion. Market access is regulated but transparent. Every children's product (up to age 13) must carry a Korean KC mark under the Special Act on the Safety of Children's Products, issued through one of three procedures (safety certification, safety confirmation or supplier's declaration of conformity) and generally held by the Korean importer. Feeding utensils, baby food, baby cosmetics, wipes and diapers fall under the Ministry of Food and Drug Safety (MFDS). The FTA network determines the tariff: EU, UK, EFTA, Turkish, US, ASEAN, Australian and Canadian goods generally enter duty-free, whereas suppliers without a free trade agreement pay MFN duties of typically 5 % (strollers), 8 % (toys) or 13 % (apparel), plus 10 % VAT for everyone. Distribution is highly concentrated online (Coupang, Naver, SSG/E-Mart, Lotte ON) and in a small number of experienced import distributors that hold exclusive brand rights, build KC certification, run after-sales service and warranty registration, and sell across online, department stores, hypermarkets and the large consumer baby fairs. The recommended route for most newcomers is therefore an exclusive or category-exclusive distribution agreement with a specialised Korean importer, complemented by private-label or OEM supply to retailers (E-Mart "No Brand", Coupang private label, Daiso) for no-name products.
