The Estonian HoReCa & Foodservice Market A guide for foreign suppliers of branded and private-label food & beverage products Market volume · Key players · Opportunities · Market-access requirements Directory of relevant HoReCa / foodservice importers and distribution partners
Estonia is a small but affluent, highly digital EU and eurozone market of roughly 1.37 million people, with high GDP per capita for the region. Total food expenditure was about €3.4 billion in 2023 and is projected to reach around €4.2 billion by 2028, an average growth of some 3.6% a year; food retail sales are forecast to rise from about €2.0 billion to €2.3 billion over the same period, while grocery retail alone is estimated at around €3.9 billion in 2025. One feature makes Estonia more attractive than its size suggests: although this study targets foodservice, the same importers frequently also supply the grocery chains, so a single relationship can open two channels, and their private-label programmes are an adjacent opportunity for a supplier without brand recognition. The leading grocery players are Selver (Tallinna Kaubamaja Grupp), Maxima, Rimi (Salling Group), Prisma (S Group), Grossi Toidukaubad and the discounter Lidl. This study covers market size and structure, the distribution landscape, access requirements by supplier origin, and a directory of Estonian importers and foodservice distributors.
